This is a corners per game market and includes both playing teams in the calculation. There has to be at least 13 or more corners in the game for it to win and that doesn't matter if that's from both teams or just one team
It's displayed as 12.5 because there has been some historical confusion over the interpretation because of other markets like 12 or more, which allows for an equals or greater than outcome. The over 12.5 market can not be mistaken in theory, we're not asking the punter to select an equal or over value, it's an over only value.
